Parish Council Minutes - June 24th 2008
Present: Carolyn Cripps chaired the meeting. Other members present were D. Angus, T. Roberts, J. Fleet, T. Foster, R. Bragg, G. Duxbury, L. Dalzell and T. Robson
Apologies of absence: were received from Roy Fisher, PC Andy Holliday and Caroline Greenway
Also present: Dave McGowan, Paula Allen and Clive Wickham from the Lake District National Park Planning Department. Mr David Allaker from New Scales, Threlkeld.

Minutes of the previous meeting: these were signed.
Footpath from Gategill to Scales – nothing
to report.
Recycling Bins – nothing to report.
Safety Barrier A66 –
Works at the Castlerigg junction – this
had been chased but no update received. A highway stewards meeting would be
held on 16 July at 7pm at Greystoke Parish Hall, one of the Councilors would
attend.
Street Light at Fellside – Now operational.
Cars Parked Outside Melbutts – A letter
had been sent to Stagecoach – no reply received.
New Houses at Town Cross – nothing new
to report.
Dickney – The donation box for parking
at Dickney had generated £127.95 that month.
Kiln Howe – Removal of gravel from the
catch pit scheduled for first week of July - before Cumbria in Bloom judging
on 15 July 2008.
Red Squirrel Signs – Les and Donald looking
at possible sites for the signs.
Joiners Shop – Mr Skelton had tried to
contact Carolyn Cripps by telephone. Donald would try to get in touch with him
again.
Gates in need of repair at the bottom of Station Road
– A letter had been sent to Alastair Birket regarding the condition of
his gate, the Council would be contacted regarding the poor condition of the
second gate.
Bus Stop sign at Horse and Farrier – A
letter had been sent to Stagecoach, no reply received.
Daffodils – Mr William Airey had been contacted to explain that the daffodils belonged to the village and needed thinning out in order to preserve them for the future.
Car Park repair – A letter of thanks had been sent to Graham Wilson.
Planning Authority - David McGowan, Head of
Development Management would send a condensed version of the housing policy.
Paula Allan, Policy Planner said Threlkeld is a village in the development;
different areas need different development.
West Coast wages were of house ratio 3 times annual salary equal to one house.
In the lakes up to 10 to 1. LDSPB need to support local communities and needs
to be more flexible to housing needs and to support housing in order to sustain
a local community.
Threlkeld Village needs building sites for locals. An open invite to land owners
could be made offering up to £10,000 per plot/unit to sell to a housing
authority. (Section 106). LDSPB will now look at buildings sites that have previously
been refused planning permission. Paul Allan to send a village map for the parish
council to decide on sites before the next meeting.
David McGowan said the plans for the village hall redevelopment were basically
OK.
Regarding the Joiners Shop the Planning officer would give a site visit to see
what could be done with it/what it could be used for.
Signs were a highway issue but all must look good and be in keeping.
Jubilee Croft School Field Wall – Boundary
clarification would be looked in to.
Dickney Grass Cutting – Mr Allaker, New Scales Blease Road had come forward to volunteer to cut the grass at Dickney. This had been done by D&S Morrison, Greystoke who also cut the Kiln Howe grass. Mr Morrison would be contacted to confirm his quote for just cutting the Kiln Howe grass in future.
