Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 23 August 2016 at 7.30pm

Present:  Cllr Carolyn Cripps chaired the meeting with Cllr Guy Duxbury, Cllr Roger Bragg, Cllr Donald Angus, Cllr Mick Le’Huray, Cllr Dot Benson, Cllr Madeleine Singleton, Cllr Les Dalzell and Cllr Richard Sealby (EDC) attended

2016 / 86 - Apologies

2016 / 87 - Minutes

  • The minutes of the Council meeting held on 19 July 2016 was agreed for signing and initialling as a true record (Circulated prior to meeting).

2016 / 88 - Declarations of Interest

  • None

2016 / 89 - Democratic Half Hour / Public Question Time

  • Sarah & Martin Corri attended the meeting to discuss the noise complaint against the Cricket Club from the event on 15 August, stating that the music was played until 12.38am, which is unacceptable, it was also noted that the noise could be heard in other areas of the village too.  The Parish Council noted their concerns. 

2016 / 90 - Eden District Council & Cumbria County Council Representation 

  • Cllr Richard Sealby discussed:
    • There being no update regarding devolution
    • Hospital services
    • Green waste
  • Cllr Tom Wentworth-Waites did not attend the meeting. 

2016 / 91 – Noise Complaints

  • Further to the discussions under item 2016 / 89 regarding the noise complaints, it was decided for the Clerk to send a letter to the Cricket Club regarding the complaints received. 
  • Cllr Madeline Singleton had received a letter of apology from the Cricket Club, which is due to be published in the Beneath Blencathra. 

2016 / 92 – Garages at Kiln Howe

  • The parish council have received correspondence that garage number 2 is vacant, the clerk to arrange the reimbursement of the rent paid. 
  • The parish council have also received correspondence regarding garage number 1, and that a neighbour of the existing garage is interested in taking over the tenancy.  The Clerk to contact the current tenant and neighbour, who is on the waiting list, to discuss the matter further
  • To be placed on the next agenda for update and further discussion. 

2016 / 93 – Monies available to the Parish Council

  • The clerk provided samples of the plastic to be used in the replacement notice board, and it was agreed for the Clerk to order a brown notice board. 
  • The parish council discussed the quotation received for the gully cleaning, and the majority of the parish council decided that this was not a good use of parish money.  The highways spokesman to contact CCC Highways to see how to move forwards with the blocked drains and gullies within the parish. 
  • The parish council discussed signage, and it was agreed for the Clerk to obtain quotes from AST signs for a sign at the garden waste skip, a “no camping” sign, and replacement “no parking” signs for the west end of the village. 
  • To be placed on the next agenda. 

2016 / 94 – Footway Lighting

  • The footway lighting on Blease Road was discussed, and it was agreed for the clerk to contact Eden District Council to obtain a quote for a replacement light at the Jubilee Croft. 
  • To be discussed further at the September meeting. 

2016 / 95 – Parish Councillor Accusation

  • The Clerk read out a letter from Cllr John Pickering regarding proceedings at a previous meeting.  The Parish Council discussed this at great length, and it was resolved for the Clerk to write a letter to Councillor Pickering stating that the Parish Council was unhappy with the way that the meeting in question unfolded, and that the Chairperson had tried numerous occasions to bring the meeting in to order.  The Parish Council have now put in place a procedure in which parishioners need to contact the Clerk before the Friday afternoon prior to the meeting about what they wish to discuss, in order to prevent a reoccurrence.  The Parish Council value Cllr John Pickering as a member of Threlkeld Parish Council, and look forward to seeing him at the September meeting.
  • The Clerk to respond to Cllr John Pickering, and Cllrs Carolyn Cripps & Guy Duxbury to deliver the letter and reiterate its contents to Cllr John Pickering. 

2016 / 96 – Parish Council Policy Publication

  • The publication of the Parish Council policies discussed at the previous meeting has been questioned by a parishioner.  It was agreed that there is not a suitable location within the parish to keep a hard copy, and that under the Freedom of Information Publications Scheme it states that the policies will be available by email or the website for free, and that hard copies are available upon request at a charge of 10p per sheet.  The Clerk to respond to the parishioner with the above. 

2016 / 97 – Parish Council Support

  • The Parish Council discussed the following requests for support:
    • Lakeland Trails Festival – No comments – wish the event well
    • Blencathra – The Exhibition – it was agreed for the Clerk to respond with a letter of support
    • Lakes in a day – no comments

2016 / 98 – Footpaths from Dickney Car Park

  • The email from the parishioner regarding the footpaths from Dickney Car Park was discussed, and it was agreed for the Clerk to forward the information to LDNPA, as it is not something which the Parish Council are able to action. 

2016 / 99 – Grass Cutting in Kiln Howe

  • The email from the contractor regarding the stones at Kiln Howe was discussed, and it was agreed for the Clerk to contact the contactor to cut what they can without damaging their machinery. 

2016 / 100 - Finance         

  • 100.1 - The Bank Reconciliation for August 2016 was approved for signing by the Chairman

2016 / 101 - Highways

  • The Highways Spokesman informed the Parish Council that
    • The gate at Station Road has been left open, and it being used for access on to the A66.  It was agreed that the gate needs chained and locked, the highways spokesman to arrange, and to circulate keys to the relevant parties. 
    • Mill Bridge now has a non-slip covering
    • The works to the beck at the back of Town Cross is 75% complete. 
    • The fence at the bottom end of Town Cross is in a need of repair, as children can get through, giving them access to the A66.  The highways spokesman has contacted Eden Housing Association to arrange for this to be done. 
    • Roadworks at Dalegarth – to repair under the bridge and repair/improve the culvert. 

2016 / 102 - Planning Applications

  • 102.1 - REVISED – 7/2016/3048 – Barn at Guardhouse, Threlkeld – Change of use – Object – sporadic development in open landscape, if application is successful a local occupancy clause should be enforced.  –The Parish Council agreed to reply, stating that the previous comments are the response of the Parish Council. 

2016 / 103 - Correspondence

  • Letter from Kier regarding the completion of the A66 repair works
  • Emails from residents of Kiln Howe regarding the Turning Circle – The Clerk to request definitive boundaries from CCC of the village green.  To be placed on the next agenda for further discussion.
