Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 18 October 2016 at 7.30pm

2016 / 125 - Apologies

2016 / 126 - Minutes

  • The minutes of the Council meeting held on 20 September 2016 was agreed for signing and initialling as a true record (Circulated prior to meeting).

2016 / 127 - Declarations of Interest

2016 / 128 - Exclusion of Press & Public (Public Bodies Admission to Meetings Act 1960)

  • Not applicable to any agenda items. 

2016 / 129 - Democratic Half Hour / Public Question Time

  • Mike & Eileen Howe attended the meeting to discuss the decision that TPC had made at the previous meeting regarding the turning circle.  The item to be placed on the next agenda.

2016 / 130 - Eden District Council & Cumbria County Council Representation 

  • Cllr Richard Sealby discussed:
    • The Boundary Review
    • Garden Waste
  • Cllr Tom Wentworth-Waites did not attend the meeting

2016 / 131 – Community Emergency Plan

  • To be placed on a future agenda due to the representative from ACTion Cumbria not attending.

2016 / 132 – Garages at Kiln Howe

  • It was confirmed that Garage No. 1 was being rented by Mr Wignall and Garage 2 by Mr Dobbins.

2016 / 133 – Monies available to the Parish Council

  • War Memorial – The Clerk to enquire regarding the grant applied for, possible for TPC to fund the works required.
  • To be placed on the next agenda for update and further discussion. 

2016 / 134 - Newspapers 

  • Cllr Carolyn Cripps informed the Parish Council she has contacted Menzies, the newspaper distribution company, and it is not a viable option for the PC to proceed, due to the deposit and minimum order required by Menzies.

2016 / 135 – Flood remediation works at Underknott, Blease Road 

  • The email regarding the works at Underknott were discussed and noted. 

2016 / 136 – Footway Lighting

  • The Clerk informed the PC that she has contacted EDC regarding the lights, but the person dealing with this is off work at the moment, the Clerk to meet when possible. 
  • Light opposite The Sally – The owners of Blea Cragg sent an email regarding the footway light outside The Sally, their comments were noted, the Clerk to contact EDC to see if a shade can be provided to prevent the light from causing any disturbance. 

2016 / 137 – Grant for Churchyard Grasscutting

  • The letter from the new Treasurers was noted. 

2016 / 138 – Repairs to Kiln Howe Beck   

  • The works required were discussed, the Clerk to contact the EA stating that the works are now urgent, and that the catchpit also needs emptied as a matter of urgency.

2016 / 139 – Youth Club 

  • The Parish Council discussed the email regarding Youth Club, and agreed to support the Youth Club, to be discussed further at the next meeting. 

2016 / 140 - Finance         

  • 140.1 - The Bank Reconciliation for October2016 was approved for signing by the Chairman

  • The Highways Spokesman sent his apologies to the meeting

  • 142.1 - 7/2016/3140 - Land opposite 'Dalegarth', Threlkeld - Approval for the design drawings for phase 2 of the development - seven new build local affordable need dwellings – No footpath along the front of the development, are there going to be any streetlights? 

2016 / 143 - Correspondence

  • All correspondence circulated prior to the meeting – noted. 
  • War Memorial – a parishioner has volunteered to paint the chains at the war memorial – all agreed
  • Remembrance Sunday – The Clerk to contact Mr Hume, Mr Morland and the Vicar.
