Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 21 March 2017 at 7.30pm

Present:  Cllr Donald Angus chaired the meeting with Cllr Mick Le’Huray, Cllr Roger Bragg, Cllr Dot Benson, Cllr Madeleine Singleton, Cllr John Pickering, Cllr Les Dalzell, and Cllr Richard Sealby (EDC) attended

2016 / 218 – Apologies

2016 / 219 - Minutes

  • The  minutes  of  the  Council  meeting  held  on  21  February  2017  was  agreed  for  signing  and initialling as a true record (Circulated prior to meeting).

2016 / 220 - Declarations of Interest

  • None

2016 / 221 - Exclusion of Press & Public (Public Bodies Admission to Meetings Act 1960)

  • Not applicable to any agenda items.

2016 / 222 - Democratic Half Hour / Public Question Time

  • None

2016 / 223 - Eden District Council & Cumbria County Council Representation

  • Cllr Richard Sealby discussed the housing and community scrutiny meeting which will be held later this week.

2016 / 224 – Footway Lighting

  • The suggestions were discussed, and it was agreed for the clerk to contact EDC and an electrician to discuss the costs and works involved in installing streetlights at the Jubilee Croft, Dickney, Sunnybank and at the end of The Croft.

2016 / 225 – Parking on Blease Road

  • The parking on Blease Road has improved recently, however it was agreed for it to be monitored and discussed again if needed.

2016 / 226 – Request for Funding

  • The recent requests are discussed, and it was agreed:
    • Cumbria Dyslexia Project – No
    • Keswick and District First Responders - £60.00

2016 / 227 – Cumbria Farmers Flood Group

  • TPC agreed to support the Cumbria Farmers Flood Group

2016 / 228 – Recreation Field

  • Cllr Donald Angus reminded the parish council, that they are the Trustees of the Recreation Field

2016 / 229 – Bushes at Melbutts

  • The overgrown bushes at Melbutts were discussed again, the Clerk to chase Home Housing for these works to be completed.

2016 / 230 – Outdoor Classroom at Kiln Howe

  • It was agreed for the rotten leg on the bench at the Outdoor Classroom to be replaced.
  • To be placed on the next agenda for discussions on what t do in the future at the Outdoor Classroom

2016 / 231 – Gravel at Kiln Howe

  • It was agreed for the Clerk to arrange for the local press to become involved in the issues with the lack of works at Threlkeld since Storm Desmond.

2016 / 232 – Youth Club

  • The update from Youth Club about the storage was notes.
  • The Parish Council to contact the Youth Club when any events came up that they could become involved in.

2016 / 233 – Monies available to the Parish Council

  • War Memorial – No tenders received. To look at other contractors who may be interested.
  • To be placed on the next agenda for update and further discussion.

2016 / 234 - Finance

  • 234.1 - The Bank Reconciliation for March 2017 was approved for signing by the Chairman

  • The Highways Spokesman gave the following update:
    • Flooding on the road and the crossing on the A66 – still in discussions
    • A66 Scales – flooding.

  • All correspondence circulated prior to the meeting – noted.
  • A letter of resignation has been received from Cllr Guy Duxbury. TPC are sad to receive this, but thank Guy for all the hard work and time he has put in to the parish council over the years.

  • Cllr Donald Angus had attended meetings with the Towngate Trust and the Recreation Field
  • Cllr Dot Benson has attended a meeting with the Village Hall Trust
