Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 18 April 2017 at 7.30pm

2017/ 1 – Apologies

2017 / 2 - Minutes

  • The minutes of the Council meeting held on 21 March 2017 was agreed for signing and initialling as a true record (Circulated prior to meeting).

2017 / 3 - Declarations of Interest

  • None

2017 / 4 - Exclusion of Press & Public (Public Bodies Admission to Meetings Act 1960)

  • Not applicable to any agenda items. 

2017 / 5 - Democratic Half Hour / Public Question Time

  • None

2017 / 6 - Eden District Council & Cumbria County Council Representation 

  • Cllr Richard Sealby sent his apologies for the meeting.

2017 / 7 – Vacancy of Parish Councillor and Vice Chairman

  • The Notices of Vacancy have been displayed, EDC will inform of any interested parties.
  • It was agreed for the vacancy of Vice Chairman to be filled at the May meeting. 

2017 / 8 – Adoption of the revised Governance and Accountability for Smaller Authorities 

  • It was unanimously agreed to adopt the revised Governance and Accountability for Smaller Authorities 

2017 / 9 – Footway Lighting

  • Due to EDC erecting new footway lights it was agreed to discuss at the next meeting to see if there any further updates. 

2017 / 10 – Outdoor Classroom at Kiln Howe

  • It was agreed to replace the benches at the outdoor classroom with new picnic benches.
  • The clerk to arrange

2017 / 11 – Coal Authority project – Gategill, Threlkeld

  • It was agreed for the Clerk to contact the Coal Authority and arrange a meeting with DA, MLH & JP.

2017 / 12 – Gravel at Kiln Howe

  • DA advised that the Environment Agency have been in touch and the gravel heap and works at Kiln Howe should be started in the next 2 weeks.

2017 / 13 – Monies available to the Parish Council

  • War Memorial – The Recreation Field Trust has agreed to pay for the works required at the War Memorial, TPC are very grateful for this offer.  The Clerk to write to accept this with thanks.  Ken Hebson to be asked to complete the works. 
  • The inscription at the War Memorial was discussed, and it was agreed for the Clerk to gain quotes for the letters to be painted. 
  • To be placed on the next agenda for update and further discussion.

2017 / 15 - Highways

  • The Highways Spokesman gave the following update:
    • Flooding on the road and the crossing on the A66 – need to contact HA as Kier no longer have the contract,
    • Station Road gate – Clerk to contact CCC to see if anything can be done to prevent the gate being taken off its hinges.
    • A66 signs – Clerk has contacted Kier, to contact HA to get an update
