Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 23 May 2017 at 7.00pm

Present:  Cllr Carolyn Cripps chaired the meeting with Cllr Donald Angus Cllr Mick Le’Huray, Cllr Dot Benson, Cllr Madeleine Singleton, Cllr Roger Bragg, Cllr Les Dalzell and Cllr Richard Sealby (EDC) attended.

2017 / 22 – Election of Chairperson for Council Year 2017/2018

  • Cllr Roger Bragg proposed that Cllr Carolyn Cripps stayed in the chair. This was seconded by Cllr Madeline Singleton, and agreed by all.

2017 / 23 – Election of Vice Chairperson for Council Year 2017/2018

  • Cllr Madeline Singleton proposed Cllr Roger Bragg be elected as Vice Chairperson.  This was seconded by Cllr Mick Le’Huray, and agreed by all.

2017 / 24 – To receive the Chairperson and Vice Chairperson’s Declaration of Acceptance of Office

  • The Chair and Vice Chair accepted, and signed the Declaration of Acceptance of Office.

2017 / 26 - Minutes

  • The minutes of the Council meeting held on 18 April 2017 was agreed for signing and initialling as a true record (Circulated prior to meeting).

2017 / 27 - Declarations of Interest

  • Cllr Dot Benson – Item 42

2017 / 28 - Exclusion of Press & Public (Public Bodies Admission to Meetings Act 1960)

  • Not applicable to any agenda items. 

2017 / 29 - Democratic Half Hour / Public Question Time

  • David, Angela Shaun Benson, along with Vicki Cook to talk to the parish council about the outline planning permission, item 42

2017 / 30 - Eden District Council & Cumbria County Council Representation 

  • Cllr Richard Sealby
    • Richard sends his thoughts and best wishes to all those affected by the terrorist attack in Manchester. 
    • Congratulated Cllr Tom Wentworth-Waites on being re-elected
    • Advised that at the AGM of EDC, Mary Robinson was elected Chairman and William Patterson Vice Chairman
    • At the EDC AGM the different committees for each councillor were arranged. 

2017 / 31 – Vacancy of Parish Councillor and Vice Chairman

  • Cllr Roger Bragg was elected to Vice-Chair under item 2017 / 23.
  • It was agreed for parish councillors to approach parishioners they think may be interested in the parish councillor vacancy. 

2017 / 32 – Review and Adoption of polices, as stated in the Standing Orders:

  • The following policies were re-adopted. 
  • Standing Orders – no change
  • Complaints Procedure – no change
  • Financial Regulations Freedom of Information Policy & Publications Scheme – no change – 2 policies amalgamated. 
  • Asset Register – benches and notice board added
  • Risk Management Policy & Protocol – Line added regarding cash from the car park at Dickney, as advised by the internal auditor. 
  • Press and Social Media Policy, inc. Guide for press/public attending meetings – no change

2017 / 33 – Press reports

  • TPC making a report to the local press from each meeting was discussed, and it was agreed that this would only be beneficial when there was something specific to be placed in the press. 

2017 / 34 - Land to the rear of Bridge House / Millerdale etc.

  • The common land to the rear of Bridge House / Millerdale etc. was discussed, and the parish council also discussed the email from the new owner of Millerdale, who along with the owner of Bridge House have agreed to pay a contractor to cut the grass, which TPC are very thankful and grateful for, it needs to be remembered that the land is common land.  

2017 / 35 - Coal Authority project – Gategill, Threlkeld

  • The meeting with the Coal Authority and Cllr Donald Angus and Cllr Mick Le’Huray was discussed, and it was noted that there was no update available from the Coal Authority and that there was nothing to report. 

2017 / 36 - Garden Waste Skip

  • The garden waste skip has started coming for this year, and it was noted that the skip fills up very quickly.  It has been requested for numerous years for extra skips, but this is something that EDC will not provide.  It was suggested that residents could get the compost bins offered by EDC which may help. 

2017 / 38 - War Memorial works

  • The painting of the wording at the War Memorial was discussed, and ii was agreed to proceed with the cheaper of the prices received. 

2017 / 39 – Monies available to the Parish Council

  • Village Sign with details of “old” names for places within the parish – to be discussed at the June meeting. 
  • To be placed on the next agenda for update and further discussion. 

2017 / 40 - Finance           

  • 40.1 - The Bank Reconciliation for May 2017 was approved for signing by the Chairman

  • 40.2 – The completed internal audit was discussed, and the Chairman was authorised to sign the Annual Governance Statement and the accounting statements.

2017 / 41 - Highways

  • The Highways Spokesman gave the following update:
    • Town Cross – collapsed drain – reported and repaired
    • Still trying to get a contact with Highways England. 

2017 / 42 - Planning Applications

  • Cllr Dot Benson left the room. 
  • 7/2017/3047 - 4 bedroom detached dwelling (Outline) - Land below Peg Acre, Threlkeld, CA12 4RT – No objections. 

2017 / 43 - Correspondence

  • All correspondence circulated prior to the meeting was noted. 
  • Letter informing TPC that the children’s play hut has been removed from Kiln Howe
  • Letter from Lakeland Trails requesting comments from TPC – parking, consideration for parishioners etc.
  • Emails from Barbara Lowesmith and Stuart Creswell regarding the Old Joiners Shop were discussed.  The Clerk advised she had contacted the parish council’s solicitors and they advised TPC cannot do anything regarding the land.
