Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 22 August 2017 at 7.30pm

Present:  Cllr Carolyn Cripps chaired the meeting with Cllr Donald Angus, Cllr Dot Benson, Cllr Madeleine Singleton, Cllr John Pickering, Cllr Roger Bragg, Cllr Les Dalzell, Cllr David Arkley and Cllr Richard Sealby (EDC) attended.

2017 / 91 – Apologies

2017 / 92 - Minutes

  • The minutes of the Council meeting held on 18 July 2017 was agreed for signing and initialling as a true record (Circulated prior to meeting).

2017 / 93 - Declarations of Interest

2017 / 94 - Exclusion of Press & Public (Public Bodies Admission to Meetings Act 1960)

  • Not applicable to any agenda items. 

2017 / 95 - Democratic Half Hour / Public Question Time

  • Willie Tyson attended with reference to the planning application 7/2017/3091

2017 / 96 - Eden District Council & Cumbria County Council Representation 

  • Cllr Richard Sealby informed the parish council that at the recent EDC council meeting the Eden Local Plan was discussed, and that he has been made Chair of the Licensing Committee. 

2017 / 97 – EDC – Devolution and Transfer of Assets

  • The correspondence from EDC regarding the devolution of assets, namely the play area, public toilets and footway lighting, and it was agreed to arrange a meeting with Sonia from CALC. 

2017 / 98 – EDC – Nomination of Community Volunteers

  • It was agreed that this is not something TPC wished to be involved in as Threlkeld works as a team, and would not be able to separate individuals.

2017 / 99 – Trees at Mellbutts

  • Home Housing have eventually responded, and advised they have attended to the trees.  The Parish Council question this and do not agree.  The Clerk to contact Home Housing requesting that the trees be removed. 

2017 / 100 – Kiln Howe

  • The areas mentioned at the previous meeting have all been tidied and completed. 
  • The grass cutting contractor met with Cllr Les Dalzell and have agreed to cut the areas discussed, which have been missed. 
  • The environment agency have advised, and have met some Parish Councillors regarding he upcoming works, which include:
    • Removal of material from gravel trap
    • Repairs to channel side erosion
    • Repairs to channel walls
    • Removal of surplus materials
    • Vegetation clearing
    • Tree works in church
    • All the above to be in conjunction with TPC and the PCC.
  • The Clerk to request the environment agency do a letter drop to all residents who may be effected by the works, the clerk to put an item in Beneath Blencathra and send a letter too. 

2017 / 101 – Village Information Board

  • No update

2017 / 102 – Street Naming

  • The request from EHA regarding the proposed name for the new housing at Milliard’s corner.  TPC were disappointed they had not been consulted prior to EHA and EDC agreeing on a name.  TPC do not support Spring Close, and unanimously agreed to support the proposal of the name having Milliards within it. 

2017 / 103 – Phone Box

  • It was agreed for the Clerk to contact BT to request that the redundant phone box be removed.    

2017 / 104 – Flood Bins

  • It was agreed to purchase grit bins to be used as storage for the sand/sandbags etc.    

2017 / 105 – Monies available to the Parish Council

  • To discuss at the next meeting.

  • 106.2 – The external audit by BDO has been completed with no matters arising. 
  • 106.3 – It was agreed to make a donation to St Mary’s PCC for £400.00.

  • The Clerk had been contacted by Highways England regarding the road at Scales, and it was agreed that the suggestions were sensible, and to agree to the proposal.
