Parish Council minutes September 17

Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 19 September 2017 at 7.30pm

Present:  Cllr Roger Bragg chaired the meeting with Mick Le’Huray, Cllr Dot Benson, Cllr Madeleine Singleton, 

Cllr John Pickering, Cllr Les Dalzell, and Cllr Richard Sealby (EDC) attended.

2017 / 114 – Apologies

2017 / 115 - Minutes

• The minutes of the Council meeting held on 22 August 2017 was agreed for signing and initialling as a true record (Circulated prior to meeting).

2017 / 116 - Declarations of Interest

• None

2017 / 117 - Exclusion of Press & Public (Public Bodies Admission to Meetings Act 1960)

• Not applicable to any agenda items.  

2017 / 118 - Democratic Half Hour / Public Question Time

• None

2017 / 119 - Eden District Council & Cumbria County Council Representation  

• Cllr Richard Sealby informed the parish council that at the recent EDC council meeting the Heart of Cumbria Ltd company and the Community Governance Review ere the main topics of discussion, along with devolution.    

2017 / 120 – Parking when events take place

• Jo Alberti attended the meeting to discuss the issue which occurs when large events are held at the village hall.   
• It was agreed for the Clerk to gain prices for “no parking” bollards, which can be placed at problem areas during events.  

2017 / 121 – EDC – Devolution and Transfer of Assets

• A meeting with CALC was held prior to the meeting to gain information on EDC’s devolution and transfer of asset plans, and clarification of costs and what EC would be prepared to do prior to handover, if TPC agreed to the takeover.  The assets EDC wish to transfer are the approved footway lighting, the play area and the public toilets.  It needs to be noted that if TPC do not take the assets over then after 2022 then EDC will be removing them.  
• It was agreed for a referendum paper to be distributed to the parishioners in the next edition of Beneath Blencathra.  
• To be discussed again at the October meeting.

2017 / 122 – Village Notice Board

• It was agreed to discuss at the October meeting when Cllr Donald Angus is present.  

2017 / 123 – Benches at Dickney

• The memorial bench at Dickney was discussed, and that the bench is possibly beyond repair.  The Clerk to contact Mrs Davidson about a replacement bench.  

2017 / 124 - Finance

• 124.1 - The Bank Reconciliation for September 2017 was approved for signing by the Chairman

2017 / 125 - Highways

• The highway spokesman advised there was very little to update on, due to the Highways England contact being on leave.
• The trees at the east end of the village have been trimmed back, but require further cutting back
• The chain and padlock have been removed from the gate on Station Road.
• The fence at Town Cross has not been repaired - The Clerk to chase EHA, and mention the footpath which needs repaired too.

2017 / 127 - Correspondence

• Email from the Environment Agency regarding the works at Kiln Howe – Clerk to respond regarding the top catchpit, which has not been emptied, the gravel pile has not been removed to ground level, prior to the reinstatement of the ground, this needs to be resolved.
