Minutes of the Threlkeld Parish Council Meeting held at Threlkeld Village Hall, on Tuesday 20 November 2018 at 7.30pm

2017 / 366 – Apologies

2017 / 367 – Minutes

  • The signing of the minutes of the Council meeting held on 18 September 2018 (Circulated prior to meeting) were authorised for signing.

2017 / 369 - Exclusion of Press & Public (Public Bodies Admission to Meetings Act 1960)

2017 / 371 - Planning Applications

  • None

2017 / 372 - Eden District Council & Cumbria County Council Representation

  • Cllr Richard Sealby advised that the domestic and commercial waste is collected on different days due to different rates being paid.  All waste collections in Eden will be reviewed soon.
  • A petition has been received by EDC from the Friends of the Beason, wishing for the land to remain as it is.  As Lowther have pulled out of the Master Plan EDC have no control over the use of the land. 
  • The masterplan will not be approved until discussed in early 2019.

2017 / 373 - War Memorial

  • There had been a good turnout at the Remembrance Service, with approximately 120 attending. 
  • It was agreed to send Brownies and Youth Club a thank you gift

    • Susi Wood for conducting the Service
    • Brownies for laying a wreath and reading a poem
    • Youth Club for laying a wreath and reading out the names

    • John Hume for reading the Eulogy
    • Cllr John Pickering for the plants & Crosses
    • Ken Hebson for volunteering to complete at the War Memorial – paving & posts
    • Mike Charlton for volunteering to complete the works to the wording

2017 / 374 – Kiln Howe –

  • Grass cutting & fly tipping
  • It was agreed that prior to prices being submitted for tenders for the grass cutting to meet with contractors to explain exactly what is required of them
  • EDC advise that green waste is not classed as fly tipping.
  • Graffiti on table in theatre
  • Parishioners are asked to be vigilant as there has been graffiti in the outdoor theatre, and it has also been in the press that graffiti has appeared at various locations across the area. 

2017 / 375 – Benches

  • It was agreed for the clerk to purchase 2 benches from Marmax at £299+VAT

2017 / 376 – Parking at Sunnbank / Sunnyside / Dickney

  • The Clerk to chase CCC highways for the passing place signage
  • It was suggested to put a list/map of alternative parking in noticeboards and within Beneath Blencathra
  • To be discussed again in January 2019

2017 / 377 – Grant request from Keswick & District Community First Responders:

  • It was agreed to make a grant of £60.00

2017 / 378 - Finance

  • 378.1 – The budget was discussed, and it was agreed to leave the precept at £10,000 for YE 31.03.2020
  • 378.2 - The signing of the Bank Reconciliation for September, October & December 2018 was agreed:

2017 / 379 - Highways

  •  Drain at Bus Stop east end of Threlkeld – council to clean out
  • Drain cleaner to attend to the drains in Threlkeld in the next few weeks
  • EHA – Trees at Town Cross to be cut down
  • Stephen Hill – EDC – Dog bin near to Millards Corner to be resited west
  • Knott Weed – Kiln Howe – reported to EDC
  • Town Cross – fence backed in to due to cars parkin in the turning place
